Governor Pataki Meeting with GIVE YOUR VOICE COMMITTEE December 22, 2001
In attendance:
GIVE YOUR VOICE Members, Governor Pataki, Mindy ____, WTC Family Group, and the September Mission.
Objective: To inform Governor Pataki and staff of GYV objectives, challenges and progress to date. The goal was also to identify opportunity areas where GIVE YOUR VOICE can receive support from the Governor to address WTC victims' families concerns regarding the recovery effort, financial distress and the memorial.
Bring-up on Concerns Regarding the Recovery Effort and Staten Island Landfill
After introductions were made, GIVE YOUR VOICE outlined the history behind the organization of the group, challenges encountered and progress made to date. The group compared the many obstacles encountered as "huge mountains" to climb and went on to describe the support that has been given by Mayor Giuliani and his team to address many of the issues. The Governor commended the efforts of all the members of GIVE YOUR VOICE and thanked the group for all that has been done to help civilian families. Pataki had asked if there was a standardized process of disseminating information to the families regarding the recovery effort. GYV and other interested parties at the meeting said no.
Member Marie Granieri stated that the group would appreciate his support to encourage the city to proactively provide information to the families. To date, it has been organizations like GYV that have provided any information to the families. Marie also requested the Governor's help to ensure that the information-based items (about the recovery) promised from the city to the families would indeed be delivered and expressed concern at the possibility that materials so "critical" to hundreds of families could fall between the cracks during the administration's transition period. The Governor stated that he would do all that is possible to make this happen.
Outstanding items promised from the city to GIVE YOUR VOICE include:
- Status Report on the Recovery Effort and Ongoing Work at Fresh Kills.
This document is to include any information that pertains to progress made in the recovery including a description of most recent work completed, people recovered, relevant news or findings at Fresh Kills, and an update on resources dedicated to the overall recovery effort at both locations.
- DNA Process "Resource Booklet".
The intent of this booklet is to provide families with an easy to understand overview of the DNA testing and identification process and provide answers to some of the most common questions asked about the process itself and time requirements.
GIVE YOUR VOICE & UNIFORM PERSONNEL UNITED
Member John Cartier and Marion Fontana spoke about the desire for the civilians and uniformed personnel to be viewed as a united and cohesive group. On behalf of GYV, John expressed his gratitude to Marion and recognized her efforts to keep civilians informed of all-important developments pertaining to the recovery. Marion also recognized the group's efforts and stated that everyone in essence has the same goal and is working together in a united fashion to achieve them.
Important News Provided to the Governor
The group updated the Governor on the following developments:
- Completed of Tour of Ground Zero
and outstanding concerns
- Issues concerning the lack of financial support civilian families have received from the charities.
The group reported that many of the families are not being helped fast enough and that when seeking financial aid; family members are made to feel like a beggar asking for a handout.
- Outrage over Feinberg's Fund.
The group relayed the anger felt by so many families at Feinberg's weak attempt to compensate them for their loss. GYV relayed descriptions of the fund as provided by GYV members such as farce, insult, joke and salt on an open wound.
- Short Notice to Critical Deadlines.
The members pointed out the situation that families face each day regarding the filing of important documents by a certain "due date" and the short notice given that prevents ample to time to properly gather the information needed and complete required paperwork. Decision periods are too short.
- Bill raised the issue that the Crime Victims Board is incredibly difficult to deal with.
Pataki's Comments...
- Ground Zero IS sacred ground and should remain that way.
- He will do his best to persuade city officials to send periodic notices to keep families informed of important recovery developments and progress made.
- He will lean on charities to put a more organized and unified process in place for families seeking financial relief.
- The odds of getting tax relief at the state level are good.
- Asked who the primary spokesperson was for the group. Jennie Farrell was named as the primary person for follow-up and scheduling of the next meeting.
